Difficulty accessing off road parking due to parked cars

Warwickshire Highways are aware of parking difficulties in Carters Lane. It is evident that placing H bar restrictive road markings on the highway, stops motorists parking in specific locations, such as the location above in Carters Lane. Due to specific obstructions in the area deemed 'the turning head', access to off road parking is restricted. There is no public right of way over the 10 foot driveway in the mews area of Carters Lane and adjacent to the 'turning area', which leaves the public highway as the only space where it is possible to perform 'a turn in the road', formerly the 'three point turn'. The public highway is a public right of way to allow unrestricted movement along it. A restriction on the highway is an obstruction. Under section 137 of the Highways Act 1980, wilful obstruction of the public highway is a fixed penalty summary offence. I therefore request the highways department address this issue by the placing of a pair of 'H' bar lines either side of the road at the 'turning head' as the photograph demonstrates such lines deter parking..
