Overgrown tree causing wall damage

Overgrown tree on council land is overhanging private wall and due to size, the roots have caused a crack to private property wall.

I first reported this in Sept 2016.Damage to wall has now become critical, there is a crack from top to bottom consistent with tree roots lifting this part of the wall, daylight can be seen through the crack. There has still been no contact from the council in order to arrange to repair the wall and no action taken to fell the tree. As this wall adjoins the pavement leading to our local primary school it should be inspected as soon as possible.
