Blocked drain in Shrubland Street

There is a single drain in the turning area outside the block of council owned garages in Shrubland Street. When we have heavy rain this drain is regularly slow to drain away. Last Friday evening, when I returned from holiday, the drain was blocked and the pool of water measured several metres wide and extended along garages 1 to 4. The water was over the pavement leading to the house stairs beside garage No1. Garage 1 (mine) was completely flooded to a depth of approx 2" and it's likely garage 2 was also affected. Further rain, without drainage, would also probably result in flooding to other garages. There was no evidence of any water flowing down the drain, which was blocked with silt to road level. I agitated the contents of the drain, with a garden hoe through the slats,, for several minutes but was unable to achieve any flow. Whilst this garage is primarily used for storing a car there are also several other car and household items stored in the garage. I have not yet had time to assess any damage which may have been caused by the flooding.
