Re-instatement to the road exceeds the SROH limit of 10mm

Where the new housing development is being built, they have dug up the road to law a pipe or cable across.
When it has been filled in, there is no now a bump in the road that exceeds the SROH 10mm limit.

At the same location there is an open trench that has not been worked on for at least the last 10 days. It is surrounded by fencing and the temporary traffic lights mean long delays in both directions. Surely the contractor should be required to complete this kind of work in a timely manner.
