Weeeds growing through newly tarmacced pavement

Sent to Stratford-on-Avon District Council and Warwickshire County Council 3 minutes later. FixMyStreet ref: 755972.
The footpath was re surfaced in the Autumn. Since then weeds have started to grow very vigourously through the tarmac in several places, which obviously will be very damaging to the surface as the growing season gets going. The worst place is the passage between St. Martin's and St. Andrew's, but along my side of the road (St. Martin's Close) it is quite weedy in places..

I am assuming that this is not the right time of year to apply some sort of weedkiller; It probably must wait until the Spring.

Weed killer has now been applied to the area, but it has not completely killed the weeds so will need re-doing (possibly more than once).
Neighbours living on the corner of St. Martin's Close and St. Andrews Crescent (I think No. 1 St. Andrews Close) who have a long strip of grass between the pavement and their fence have had the weedkiller so badly applied that it has killed the grass along the edge.
