Positioning of traffic lights is causing traffic flow issues

For the control of the traffic on dunchurch road there are 2 sets of lights on this junction. One set where the traffic must stop to ensure the junction is clear and another set on the opposite side of the junction. There is pedestrian crossing access for all the roads at this crossing, as there are 3 large schools in close proximity.
When you make a right turn from kingsway onto dunchurch road heading into town, the traffic light block which is controlling the dunchurch traffic comes into view, which is correctly showing red. Some drivers panic and think this means they need to stop before the pedestrian crossing. This in turn creates 2 problems. 1, the traffic from kingsway is now stopped. 2, cars from kingsway end up straddling dunchurch road which is unsafe.
I can see that the lights have long tubes fitted to them, which is great as you are waiting on kingsway. It doesn’t overcome the issue when kingsway traffic goes onto dunchurch road.
I have concerns that there will be an accident here soon.
