Standing water after rain.

The attached photo was taken a couple of years ago and water always gathers at this position after significant rain. There is no street drain at the lowest point of the roadway. I understand that the roads on this development (Ettington Park, Wellesbourne) have not yet been adopted by the Council so the responsibility for providing a remedy (a drain connected to street drainage) rests with the developers. Can the council use their influence to force the developers to act to remedy the lack of a drain at the lowest point. Thank you.
