'Temporary' repair to bollard now damaged itself and too low

Sent to Warwickshire County Council less than a minute later

Leaving Warwick on The Butts, The bollard at the beginning of the terrace of houses, (outside The Glebe House and Old Deanery) was hit by a refuse truck about a year ago. It was immediately repaired, ('temporarily' we were told), but with only half the bollard protruding meaning it was difficult to see for lorry drivers. Within weeks it had been hit again. It is an extremely important bollard preventing vehicles mounting the narrow pavement. In its present state it could fall at any time and it is too low for van and truck drivers to see easily. please can a full-height bollard be reinstated as soon as possible?
