Buddleia growing into bridge structure

I recently reported to Network Rail that there is a buddleia on the footpath that appears to be growing into the bridge structure of the road-over-rail bridge on Alcester Road, Stratford-upon-Avon (south of the town station). I know what damage the roots of such bushes can cause to brickwork and structures, in addition to blocking part of the pavement. Some of the stalks over hanging the pavement have been cut back so that people could get passed but the roots are going down into the structure.
Network Rail just got back to me today and said that the bridge does not belong to them and I should contact Warwickshire County Council instead, whose website directed me here.

A month later and there's been no visible action - the buddleia is still there happily growing away.

Walked past it on the way into town a couple of days ago and it was just as before. Obviously nobody cares if the bridge gets damaged.
