Overgrown vegetation, stinging nettles, litter and rotting fruit down pathway behind houses on Priory road

The pathway behind the row of terraces (60-66) on Priory road doesn’t ever seem to be cleared which is making it difficult for residents to use. There are stinging nettles everywhere, litter, rotting fruit and overgrown weeds etc, it looks a mess and is dangerous for our children to walk down. Who is responsible for clearing it/cleaning it up?
