Large shrub growing over the pavement at 99 Main Street

There is a large shrub growing at the front corner of 99 Main Street, Austrey CV9 3EG which has reduced the width of the pavement such that it is not possible for a pedestrian and pushchair to pass. It also impairs visibility at the access of Flats Lane and Main Street which provides access to the rear of my home. I have politely asked the owner of no. 99 to trim the shrub back but he has refused. I would be very grateful therefore if you could serve a notice on the owner to tri back the shrub so that it does not overhang the pavement.

A request was made back in September for 99 Main Road to be served a notice regarding this obstructive shrub. The owner refused to cut back the bush when politely asked. We are still waiting for a response and to our knowledge no notice has been served. This bush has now grown even more and is still causing an obstruction. Pedestrians and pushchairs / wheelchairs struggle to get by safely. The public footpath is regularly maintained by myself yet when walkers leave the public footpath they struggle to see and pass by safely.As previously mentioned the vision is also blocked by this shrub when exiting flats Lane in a vehicle.In addition the shrub is a pyracantha which is extremely thorny therefore causing a risk of injury to a child or dog as they are trying to get by. Can this be addressed ASAP please as it is an ongoing problem for many people
