Recent culvert repair inadequate

Sent to Warwickshire County Council less than a minute later. FixMyStreet ref: 2253907.
The relatively recent repair to a surface water drainage culvert at the junction of Little Wolford Road and Rosary Lane has merely shifted the problem further downstream. Surface water from the gullies in Little Wolford Road now emerges from the ground at various other points on the south side of Rosary Lane, along the line of the culvert, most noticeably in front of the gate to the plot next door to No.2 Rosary Lane (see photos). It is clear that the culvert has collapsed at several points between the road junction and the large gulley opposite The Rosary where, together with another culvert from the other end of Rosary Lane, it discharges into a much larger culvert. Whilst short sections of this ancient clay culvert have been repaired at various times over the past 20+ years, surely it is time for the entire run, between the road junction and the large gulley opposite The Rosary, to be replaced.

Shoddy resurfacing carried out at the top of Rosary Lane: the torrents of surface water from Little Wolford Road now completely bypass the drainage gullies on either side at the top of Rosary Lane, which have been left high and (literally!) dry. Not that this makes much difference, of course, as nothing has been done to repair the culverts that drain these gullies.
Dye testing by Severn Trent Water many years ago clearly demonstrated that surface water from drain gullies in Little Wolford Road reappears via road surface cracks and potholes in Rosary Lane: nowadays, this water simply bypasses the drainage system altogether.
Do I have to really have to take a pickaxe to it myself??

The gullies in Rosary Lane have been cleared (again), but this will not fix the problem: surface water from Little Wolford Road continues largely to bypass the gullies at the top end of the lane; the water that is captured by these gullies continues to emerge from cracks in the road surface to the south-east of No.2 Rosary Lane. It is so obvious what is happening: the culvert(s) draining the gullies are blocked or have collapsed, and the relationship between the gullies and road surface results in surface water from Little Wolford Road largely bypassing them anyway.
If someone from Warwickshire Highways would only inspect the situation in wet weather, the problem(s) would be immediately apparent! But, no: they simply patch the road surface rather than addressing the underlying problem(s).
