Grass cutter deliberately leaving cuttings in front of house

Sent to Nuneaton and Bedworth Borough Council and Warwickshire County Council less than a minute later. FixMyStreet ref: 2231713.
Council "gardner" deliberately left cut grass outside of gate. Whilst cutting, he drove mower AROUND the grass pile. When asked WHY he left the grass, he CLAIMED the fence was in the way. As you can see b y the phoographs, next door he was able to clear up the grass. Also in the 3rd photo, he can be seen blowing the grass AWAY! So he clears the way where few people walk, he clears the grass to every other house, but was BELIGERANT and confrontational and REFUSED TO DO HIS JOB in front of this house. His JOB is to clear the grass, if he could do so next door, there is zero reason to do this. As such he MUST BE FIRED. He has NOT completely cut the grass (as he DELIBERATELY drove his mower around that patch).
WHY are these people allowed to do this? AGAIN as you can CLEARLY see from the photograph next door, he COULD and DID do this for others - thus he is wilfully not doing his job, and MUST be fired.

After nearly a MONTH after reporting this blatant dereliction of CONTRACTUALLY OBLIGED requirement to cut the grass, the council are refusing to even accept accountability. SOMEONE OR SOME PEOPLE NEED TO BE FIRED FOR GROSS MISCONDUCT. NEW CONTRACTORS NEED TO BE FOUND, AS THEY ARE NOT CUTTING THE GRASS, BUT ARE GETTING PAID!

THE CONTRACTORS ATTEMPTED TO PROJECT HIS ABUSIVE BEHAVIOUR ONTO THE VICTIMS. WHY would taxpayers have reason to lie, but contractors in fear of their job for gross misconduct DO. The contracting firm ALSO have reasons to cover up - risking losing contract! Council seem almost complicit, by NOT thoroughly investigating, and taking the abusive contractors word without ANY supporting evidence. Indeed, the grasscutters DELIBERATELY refused to cut the grass - thus are in breach of contract.
