The day after reporting this issue, a bollard was put up around the affected area and a small mound of tarmac was poured into the holes. And nearly a month later, that is how it has been left - unfinished with the bollards remaining in situ partially blocking the pavement.

6th October. The bollards are still in situ and the work has not been completed. What is the point of sending someone out to do half a job? Surely it will cost more to have to make a second visit.
