Unswept chippings on Fosse between A425 and Harbury Lane

At 1430 on Sunday 28th June I entered the Fosse Way from the A 425, heading South. Although there was signage, the level of loose chippings was of such a depth, I cannot recall seeing a worse example since I started driving 47 years ago. This was a very dangerous situation for anyone unprotected such as a motorcyclist, cyclist ( who I doubt could have ridden through it) or open top car. The depth of chippings meant that they were "ridging" across the width of the road like rumble strips in places.The situation lasted for an unusually long distance. In addition to the danger, I was taking a drive in a car I use for pleasure, a Porsche model, and have sustained numerous marks on the bodywork and wheels, and possible brake scoring due to the loose stone becoming lodged. It was not possible to get out of the situation due following traffic. Speed was sub 20 mph. Please advise of the claim procedure for this.
