Drainage Gully full of silt, causing water to block access during heavy rainfall

During heavy rainfall the run off from Banbury Road etc collects at this corner of Browns Bridge and Tattle Bank (lowest point in the town). The drainage gully that should take the rain water down to the river Stowe is silted up to within a few inches of the top, so the water spreads across the road at this point, blocking access to the houses in Tattle Bank. The accumulated silt around the gully cover should cleared away, as well as the blockage in the gully itself.
