Backed up drain causing stagnant foul water spill on public walkway with fly infestation , foul smell and toxic fatty pools

Ongoing problem for 2 years worse in spring summer and continuously getting worse, man has been out to flush the blockage that is backed right up to a nearby manhole, he said it may back up again and it did the next day, the problem is continuous as the upstairs maisonette dispose of a lot of fat that has blocked drains causing their waste to spill daily into garden below. It is rancid and an environmental emergency, foul smell we needs doors and windows open in this heat. I have flies in my house early this morning already and the garden is full of flies. I live next door to the issue at number 6 fallow hill, the waste is spilling out onto number 8 fallow hill garden, it needs sorting immediately with this heat
