Flooding causing niusance and damage to adjacent property

Sent to Warwickshire County Council less than a minute later. FixMyStreet ref: 2146739.
Good morning Highways, I’d like to request your assistance please? Outside out house entrance there is a flood, caused by what I suspect is a blocked drain. This particular instance has follows the last day or so of rain and
This is a reoccurring thing, that appears to happen regularly throughout the year and I would respectfully request this is reviewed by your department for a more long term fix please as it is causing both nuisance and gradual damage to our property.
I have added a few photos to identify the area n question; • Firstly, the vast majority of cars that pass the flood drive directly through it, causing a huge wave of spray to cover our wall and garden, all the way to our front door. Coupled with the fact that this water has an awful sewage odor, this is far from ideal as the front of our house, lawn, garden area now smells awful.
• Secondly, a further key nuisance that this is causing is that we are isolated within our property when flood waters rise, and with two children below 3 years old, it is impossible to go out of our steps without being covered by a spray/wave of smelly drain water from oncoming traffic. Our steps require us to take pushchairs down to the bottom of steps to secure our children into the pushchair seat, so they are safe around the highway which takes a minute or two to complete…. When it is
• Thirdly, When cars drive through the flood, it makes a huge and disruptive noise as the wave of water is sprayed. This is loud enough to wake both ourselves but also our daughter, as our bedrooms face the front of the house. This goes on all night long, for every vehicle that drives through the water.
• Fourth – Our property is elevated and situated on top of a large sandstone rock wall. The years of spray from each car that drives through it, is damaging our property and has caused the wall to erode year on year to the point that bits of rock and earth are now becoming lose and showing signs of subsidence as earth slowly drops away. This is directly caused by the drain that continuously blocks and causes these floods.
!!! - Whilst I am grateful to see a truck with attendees trying to unblock the drain with a rod, I am not pleased to witness the operative urinating into the water!. He just sheltered himself behind the drivers door and urinated onto his front wheel and into the flood (see photo attached of urine marks on front wheel) – which is completely inapproatriate! If not the sewerage smell, this urine presents public health issues as the water is 100% confirmed to be contaminated with bodily fluids – I really don’t want that sprayed on my house, lawn or garden for my children to play in thank you.
Given the above, and the recurring issues that have been experienced in this location over the last number of years, I would respectfully urge you to review the design and implement some long term mitigation measures to avoid this happening in future.
May I ask that you acknowledge receipt of this email and advise what action will be taken, with timescales associated please?

Flash flood at approx 10.15pm on 11/08/20, causing the entire road to be submerged in flood. Foul smell of sewage. Two cars that attempted to pass through got stuck and had to abandon their vehicle until morning. Lorry tried to pass two abandoned vehicles and knocked over the bus stop bollard accross the road and drove off. 1no blue light ambulance had to turn around and police were also on scene to attend to traffic situation backing up and abandoned car.
Photos also added showing flood still remaining in the morning... as drains were blocked
The Highways have recently cut in a new gully in the area but the existing drains are full of silt and debris... need unblocking /jetting regularly

Flooding again on 11/08/20. Despite some works being done recently on the drains the road again flooded. Police closed the road. Large HGVs continued to go through the village and through the flood, however some had to reverse back towards Kenilworth. The frequency of flooding is increasing and any heavy down pour seems to cause a flood.

12/08/20 @7pm- before yesterday’s water had drained, further rain causes even more floods in the same area. A further two cars tried and failed needing to be towed away. Pedestrians cannot even pass now. This needs looking at and resolving swiftly please
