Footpaths are a hazard up the entire road

The footpaths are becoming overgrown and a potential hazard for pedestrians, there are also a number of large cracks in the pavement which are a potential trip hazard.

Why are all the footpaths around Lower Quinton being re tarmaced but not the ones on the Orchard?
