Fencing adjacent to public footpath in dangerous condition

Sent to Warwickshire County Council less than a minute later. FixMyStreet ref: 2090406.
Fence being pushed over by overgrown hedging. Boundary believed to be that of Process Link, Tilemans Lane but no reply on phone (likely closed down under current COVID guidelines) or to email as yet. This was apparently reported last year but the situation has worsened to the point the fence looks about ready to collapse onto the public cut through footpath which leads from Tilemans Lane. There is also a raised manhole on the same footpath which is a trip hazard - it looks as though the tarmac has broken up/sunk around it. This also needs addressing. Both matters reported by a third party to Shipston Town Council who are placing the report here for attention please.

20/04/2020 - 'Process Link' who own the fence have inspected the area of fence in question and are assessing what needs to be done to rectify the problem. In the interim, they have erected signs at either end of the footpath closing it off to the public as a safety precaution. They have been advised to inform WCC
