Fence Completely blocking Church Road Pavement

This is a re-occurring issue. Who-ever owns this land is not maintaining it in a safe manner and has become a dumping ground. The temporary fence and hoardings are a risk to life.
Fence is currently completely blocking pedestrian access. Photo's taken Yesterday afternoon.

Please please help us. We live at 171 church rd . This tree every year throws sap Out from June until early October. Our car is a mobility parked outside directly in the path of this sap tree. The sugar coating is corosive on the paintwork. To such a extent it’s damaging the paintwork. It’s like syrup that coats the whole car. Wasps especially love the syrup and we danger ourselves getting in and out of car. Mobility gave it its yearly service, we was told the back window heating was in danger of breaking down due to sap embedded in car. Wipers needed changing due to rotting in sap. But my wife & I both are in poor health and our car needs curb side washing weekly . Wasps are lethal
