Over grown trees and hedges Queensway Road

I reported this issue in 2016 and the trees/hedges were cut - Thank You, however the trees & hedges have become far to high blocking out sun light into the gardens of Monarch Gardens which are backing onto Queens Way. Please could we have the hedges cut by 5 foot, leaving a 2 foot over spill of the partitioning fence. This will act as a privacy screen to our gardens from the newly in putted public pedestrian foot path. Residence cut back the hedge their side to enable access down the communal back entrance to our properties. Can this be done before the birds nesting season begins in 2020.
