Excessive water constantly running from Farm Street

We have a permanent stream of water on the road outside our cottage (79 Mill Street, Harbury CV33 9HS) which appears to be running down from Farm Street. There is also Tarmac missing against the kerb in several locations causing the water to puddle.

Every time a vehicle goes past it splashes the water against the cottage wall and this is causing considerable damage to my property. There is a drain but it is set higher than the road surface, serving no purpose whatsoever. This problem occurs permanently even when all the other roads in the village are dry. Please confirm cause of action.
