Dangerous cut through and road crossing point

On the grass verge there is an area that has removable bollards for emergency vehicle access to the Stratford Leys estate, since the estate was completed the emergency vehicle access was not completed and the way it has been left a vehicle couldn't access the estate via Birmingham road directly.
With the fencing left open on the estate this point is used for a heavy amount of footfall, even though it a busy part of the road where traffic speed increases, and people often speeding in this stretch, there is also no road crossing point here, as the footfall is through to a grass verge with adverse weather this has become muddy and slippery which next to the main road is very dangerous.
To get around how muddy it has become someone has now placed broken paving slabs down as stepping stones, these again look unsafe. I think a long term plan needs to be thought out for this area, either to complete the original emergency vehicle access, creating a permenant footpath and road crossing point, or closing off the access point to make it safe. If left as it is unfortunately it does seem an accident waiting to happen.
