Backed up drain - flood risk

Drain taking water from a waterfall next to the pavement is blocked by weed growth. The drain is backed up and the water is overflowing over the pavement on to the grass verge which is now flooded - absolutely sodden. The water is flowing from there into the road. There is a genuine flood risk for Tysoe Road, Radway, should we get any significant rain. Indeed the road did flood during heavy rain in November but the situation with the drain has deteriorated since. The owners of the land where the waterfall is advise their ground staff have cleared weed growth from the drain on their side of the boundary but say the problem is on the county council side of the boundary.
