Broken concrete fillet & kerb exposing drain outlet for downpipe

Broken Kerb exposing drain outlet (02/12/2019); located between retail properties: No.8 ("Coffee Please" Café) and No.10 (Lloyds Fitted Furniture), B49 5AD, Alcester.

02/12/2019 a large chunk of concrete was found lying in the pedestrian highway in front of No.10 High Street. Three days later a smaller chunk was propelled against the building (thought to have been the result of a large heavy goods vehicle quickly dismounting the pavement at this point). This has resulted in exposing the drain outlet pipe which services the down pipe for No.'s 8 & 10.

It has been observed that there has been a significant increase over the past three years in large heavy goods vehicles as well as domestic vehicles mounting the pavement at this point in order to deliver and/or wait to pickup goods from the retail shops and fast food establishments on the opposite side of the road. The result of which has been the movement and/or dislodgement of some pavers as well as damage to the concrete fillet encasing the drain outlet pipe.

There are two main concerns with the damage that has occurred to date: (a) as the drain outlet pipe is exposed it may eventually be crushed by more vehicles thereby potentially blocking the outlet of water from the down pipe servicing the two named properties. This could result in a back flow and possible flooding at pavement level of either property especially as at least one has accessible cellars; (b) further pieces of the concrete fillet are dislodged with the potential they are projected onto the pathway of a pedestrian (tripping hazard) or projected against a pedestrian or customer sat outside the café.
