Regular, major road flooding hazard

B4065 - Leicester Road - SERIOUS FLOODING Roadside drainage dyke outside Milethorn Farm (Road between Wolvey and Shilton, Warwickshire.)

After any significant / heavy rainfall the water in the dyke backs up and overflows onto the concrete entrance drive to Milethorn Farm.
The water regularly overflows across the concrete drive and spreads onto the tarmac roadway - causing standing water hazard and cars to swerve around the unexpected water. The water regularly spreads to the centre white line of the road. It is about 6" deep near the verge side.
On cold winter days this water will FREEZE creating high risk of drivers hitting the ice and crashing (maybe into opposing traffic from the opposite direction).
I do not live locally but travel the road regularly. The flooding issue is ongoing; it has been present for numerous years. It floods many times every winter.
Last week (December 2019) I saw the water across the WHOLE of one side of the carriageway. Red reflective 'Flooding' signs are regularly left in position to warn drivers.
The road is straight and unlit. The speed limit is national speed limit (60 mph for cars). It is a fast road. When travelling at night, drivers come across the standing water unexpectedly.
This is an ongoing and serious hazard to anyone using the road and will eventually result in a fatality, if not rectified.
