Surface drains have not been cleared along Pennyford Lane, B95

The surface drains have been blocked since we moved here several years ago and I can not recall them ever being cleared properly. The slightest rainfall causes rain water to free flow down the street across the top of the drains which are full of 'silt' or general dirt. This causes huge ice strips/patches during winter which are extremely dangerous for cars and pedestrians and massive puddles/standing water during 'rainy periods', especially at the end of Pennyford Lane where it meets at a dangerous T-junction with the Stratford Road.
