Surface water run off from farm land floods rear gardens and house surrounds of Banbury Road properties in Kineton and storm water drains along Banbury Road are not functioning to take additional surface water running off from adjoining farm land which causes front garden and drive flooding of the same Banbury Road properties

Five properties at the end of Banbury Road beyond the Walton Fields housing development are suffering repeated rear and front property flooding along with regular near ground floor house flooding. There are two issues.
1. Surface water is running off Brooklands Farm (or Banbury Road Farm on the OS map) and is ponding at the field base to the rear boundaries of Banbury Road domestic properties and then flowing into the rear gardens which become flooded and that surface water flows down both sides of the properties to the front gardens where it again it ponds up to two feet deep. This also regularly floods a garage and side sheds. The solution to this problem would be for the landowner to properly contain and divert his surface water run off.
2. Surface water from the field adjacent to the Kineton High School again flows down the field to Banbury Road where it overflows on to the road. Not all the storm drains are functioning on Banbury Road and therefore the water flows along the surface of Banbury Road, over the dropped kerbs for property driveways and ponds up to two feet deep in the front gardens and drive ways of the same properties which are flooded in 1. above. The solution to this problem is a combination of containing the water run off from the field and ensuring the storm drains are functional along the full length of Banbury Road. These were cleaned earlier in 2019 but are still blocked in places.
One further property at the end of Banbury Road, Withybridge, suffers major regular garden floods of up to three feet deep from surface water run off and brook overflow.
These flooding incidents are annual. WCC are requested to advise on the land owner's responsibility for surface water run off where the water then floods domestic properties and to intervene to seek a land owner solution. WCC are also requested to ensure the Banbury Road storm drains are fully functional. Can WCC provide 1000 sand bags to help homeowners protect against the rear flooding of their Banbury Road properties?
