Pavement drains overflowing - standing water

The drains that take rain water are overflowing and rendering the pavement unusable. Causing people to walk on the road which is dangerous (especially school children). The issue has been there for 3-4 days and appears with every heavy rainfall and has done so for 3-4 years but recently appears worse. The path has sunk over time away from the drives along the road to form large areas where the water is collecting and pooling. The drains are totally ineffective at the moment as they are not removing any water so it is just filling the pavement up more. Needs pumping out and some remedial work to the drain outlets and path levels from the drives.
