Divertion of Centenary Way along the A422 at the top of Sun Rising Hill

The land owner of the land partly enclosed by the bend at the top of Sun Rising Hill on the noth side of the A422 has recently redirected pedestrians onto the A422 where the blind bend and fast traffic is most dangerous. I can't figure out if he has the right to do this. The Centenary Way is shown on the OS map (No. 206 Explorer Series) crossing that land and emerging onto the A422 opposite its continuation southwards past Sun Rising House. The new arrangement is incredibly dangerous as the path alongside the north side of the A422 is very narrow and overgrown. Many walkers have a dog with them and there is barely enough room for single file pedestrians. The side walk could be cleared of weeds but widening the walkway would be a challenge. A barrier might just fit.
