Dangerous and illegal parking adjacent to Rugby Free Primary School

Repeated twice week-day occurrence of numerous vehicles persistently parking on double yellow lines immediately adjacent to the primary school. Morning drop off time and afternoon collection time. At least 40+ vehicles park on the double yellows providing an extremely dangerous environment for children. Footage had been provided to the Police on several occasions but there has been no change. Suitable parking areas are immediately required for in order to attempt to resolve this issue. The situation will worsen in September 2019 when another sixty children start at the school.

The situation you describe is a common occurrence across the approximately 260 schools in Warwickshire, the vast majority of which experience the same or similar parking issues at the same times of day. By comparison there are approximately 26 Civil Enforcement Officers operating throughout the County, not all of whom are on shift at any particular time. The level of enforcement that could be provided would therefore be limited even if the County Council were to dedicate 100% of its resources to this issue. Our CEO's do patrol the area, however, further exacerbating this situation is the fact that most parents remain in their vehicles whilst waiting to drop off or collect their children outside a school. Therefore nearly all offenders at these locations would drive off upon sight of a Civil Enforcement Officer attempting to issue Penalty Charge Notices and return at a later time. We are unable to provide the level of parking enforcement which would be required county-wide to effectively tackle this issue. The degree of additional resource requirement needed to do this is unavailable to us at the present time.
Also along with the growth in vehicle ownership there is an increasing pressure on the amount of on-street parking available, especially in some residential areas. Responsibility lies with drivers to not park at a location where they would cause a danger or to impair visibility. They should heed the advice given and rules laid down in the latest edition of the Highway Code. http://www.direct.gov.uk/ en/ TravelAndTransport/ Highwaycode/ DG_069860 For assistance, with a vehicle which is parked as to be deemed to be causing an obstruction you would need to contact the Police who have powers to take appropriate action. The Police have the authority as the Highway Code states “You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road. [Laws CSDPA sect 21 & RTRA sects 5 & 8]” If they deem it to be an obstruction then they may issue a Fixed Penalty Notice or arrange removal/relocation of the vehicle.
