Pavement and road being used for storage and loading/unloading
Reported in the Obstruction or hazard on road category anonymously at 21:59, Fri 7 June 2019
Sent to Warwickshire County Council 1 minute later. FixMyStreet ref: 1652502.
Since PNJ built their extension they have been using the pavement to store finished product, storage racks and boxes and rubbish. These items often obstruct the road. There is a curtain sided trailer permanently sited on the pavement. The curtain sides are normally left and if it is windy the metal support poles swing into the road. PNJ regularly have multiple vehicles loading/unloading in the road with several fork lift trucks operating. The fork lifts don't have number plates and are often reversed into the road without looking. This loading/unloading blocks the road to normal road users. I have seen on a number of occasions trucks stopping in the middle of the road to be unloaded, completely blocking the road The pictures that are attached were taken over the last two weeks.

Comment: if fork lift trucks are operating on the public highway without having registration number plates it might be worthwhile to contact (i) the police AND (ii) the DVLA. Good luck.

Warwickshire County Council does not have the authority to deal with vehicles parked inappropriately at this location. For assistance with a vehicle which is causing an obstruction you would need to contact the Police who have powers to take appropriate action. The Police have the authority as the Highway Code states“You MUST NOT leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road. [Laws CSDPA sect 21 & RTRA sects 5 & 8]” In such a case they may issue a Fixed Penalty Notice or arrange removal/relocation of the vehicle.
You make like to raise this issue with the police via your local Community Forum. Three priorities are set for Police attention at the Community Forum - for the next three months. Actions and outcomes of the chosen priorities are then reported back to the next Community Forum. Residents are welcome to attend these meetings. Comment: Enforcement for Obstruction has difficulties. Yes, go ahead and try and get the Police to take action, and if necessary, not just once, but every time obstruction occurs.
Also try and get your local Alcester Council, AND COUNCILLORS to take action. Good Luck.
