Poor road surfacing

On 4th June at 4.30pm I drove onto Arley Road from Ansley Road island towards New Arley where new road surfacing had taken place. The road surfacing was so poorly laid that the vehicles that were being driven on it including my own was lifting off the new surface, that you could clearly see the old road surface that it had been laid on, not only was the new surface material being deposited on the wheels of my car but the wet tar also down the sides of the vehicle, it had clearly not been rolled with a road roller, in fact my tyres are so contaminated with the said 'new road surface' that the tyres look like racing slicks because the tyre threads are full of it. Please find photographs on sent email. This is not going to wash off with soap and water, it's going to have to be removed by a professional with the use of the appropriate solvents, and I dread to think what the underside of the car looks like. As the car goes in for it's first Mot this month, I will have to take it into the garage for an appraisal of it's condition before the test. A hard copy of this letter has been sent to your office too, Also this letter and photographs to my Car Insurance provider.
