Hedge on old manor park school needs a good cut, thorn bush by crossing on queens road opposite queens school growing halfway over path

The hedge on old school site of manor park is growing over onto the path, when more than one person is on the path you have to walk on the grass which usually has dog mess on it. if it had a decent cut there would easily be another couple of foot making it so much better to walk down especially when you have a pushchair. the thorn bush on queens road opposite the school is encroaching onto the path it is dangerous as it is encroaching onto the path.I have contacted our council who have said its not their problem and told me its wcc highways I need to tell
