Traffic Lights do not work consistently and coupled with the roadworks on the bridge on Banbury Road are causing severe delays getting into and out of Warwick

Why are there roadworks/traffic lights on two of the main routes into and out of Warwick at the same time? Doing the school run into and out of Warwick has become impossible because of these - the traffic lights at Westgate are not consistent - they often stay on red for two or more changes due to traffic backing up on High Street. Then getting out of Warwick, traffic on St. Nicholas Church St cannot get out because of traffic queuing on Banbury Road. As a minimum. please could the traffic lights on West Gate be manually controlled between 8-00 to 9:00 to ensure a consistent flow of traffic from all 3 arms - not just 2/3 cars or none at all from Westgate - this in particular is causing me an additional 30 minutes travel time and children are late getting into school because of it.
