Roadworks causing massive delays to traffic

I was held up for 15 minutes this morning at the 3 way traffic lights on wedgnock lane\cape road, which I now understand is for pothole repair. I only had to travel from where Wedgnock lane passes over the A46(road to Adventure sports limited). Wedgnock lane is a non residential area, why not undertake at night or at weekend? If the works have to undertaken during daytime, perhaps a start time of 9:30am (and finish by 3:30pm) so that you do not gridlock half of Warwick. For the 15 minutes I was waiting this morning your operatives were just sat in their van. Traffic was queued back to the Woodloes and to Hampton Magna. With so many traffic issues in the area I just think that you need to adequately plan repairs and maintenance which obviously you're not doing. Whilst you may save a few £'s by undertaking during daytime, the actual cost to road users in terms of time, fuel and frustration is massive in comparison to any savings made by not undertaking works during anti-social hours.
