Pavement right of way issue.

Dear Sir/Madam, This isn't going to be a run of the mill query but I wasn't sure where to approach. We live at 53 Lewis Road, Radford Semele and we have a somewhat unusual situation. Where our house is we are on the corner of a public footpath and Lewis Road, our garage doors open on to what is currently a very wide area of pavement on Lewis Road. This curves around to the front of our house. Where it is the road widens slightly and the footpath comes closer to our house and garage. Until recently we have parked outside the garage for purposes of security of my husband's tools which he uses in his job as a carpenter daily. On Friday we were asked not to by a PCSO due to the fact that someone has reported a problem with us blocking the path slightly for pedestrians with our vehicles (we have been parking like this for 15 years plus). We have obliged and I am now parking on the road and my husband is parking his vehicle at a different angle against our garage so as not to block the path at all. However this is going to further exacerbate the multiple parking issues already present on the street. We wondered, if we paid for the path of the pavement to be modified slightly or even paid for a tiny piece of the land/pavement in front of our garage whether that would enable us to again park our vehicles off the road in front of our garage. I wonered if there is anyone we could meet and discuss the possibilites with? I notice that when next doors gravel from their drive had affected the surface of the pavement it was very quickly rectified by digging out the old surface of the pavement and replacing it. I don't think this would be a huge amount more work for a team like the one that visited to carry out that and the extensive pavement work done recently around the village.
We would appreciate greatly the opportunity to discuss this with the council.
