Totally unnesessary traffic lights

Traffic lights causing a nearly two mile traffic jam which were not needed as there was no work being carried out. Furthermore the work which appeared to have been completed was not in the road but in the comparative safety of a wide verge and pathway. Why leave traffic lights causing delays at the rush hour when there were no workers in attendance. The lights could easily be immobilised until the workers started. Just a bit of commonsense and consideration for the hundreds of people trying to get to get to work or catch a train or get to a hospital appointment. Keeping worker safe on the road is important but when there is no one there what is the point? This occurred on the 9th Jan at 08.00 hrs but had been causing problems earlier
