After heavy rain large puddles form and can't drain away

The camber of the road correctly encourages rain water to move to the edge of the road but the contours of the tarmac along the edge of the pavement results in the creation of large puddles (photos 1 and 2) which are then unable to reach the nearby main drain due to a raised portion of tarmac (photo 3).
