Pedestrian gate padlocked.

This is a right of way and the gate has been padlocked, the main gate is over 45cm off the ground, the top of the gate is over a metre off the ground, the height of the pedestrian gate is plenty high enough when not locked! I am 60 next birthday and I had to clamber over this gate, which was green and slimy and slippery! There was a sign at the start of the walk saying there were sheep in the field, but there weren’t, I can understand the owner of the sheep wanting to protect his/her flock, but the pedestrian gate should not be padlocked on a right of way.
