Road and pathway flooding

Please see attached photos of path and road flooding outside our house and next door. This is as a result of the recent road resurfacing when the dropped kerbs were replaced higher than the road surface, this results in water laying on the road surface and being unable to drain away. The water used to drain into two pathway drains when the kerb and road level was the same. As you can see the path is flooded causing inconvenience and is a safety issue to pedestrians, also if this should freeze then path and road would become dangerous. We have reported this problem before, the outcome was a 'team' came out and cleared one of the drains which is now reblocked, this is just an additional part of the problem because our drains are always blocked, although the biggest issue is the surface water on the road (caused by the road works) which has no where to go.We look forward to your comments in resolving this issue.
