Trees overgrown obstructing the footpaths

Since the trees in Townsend Road Rugby were pruned earlier this year the basal growth is now obstructing the footpath subsequently the roadway has to be used by mobility scooter users,pushchairs,pedestrians etc unless you want to get soaked by trying to use the footpath due to the growth at the tree base.

Can you advise when this overgrown tree growth is going to get cleared before there is an accident due to having to use the roadway.This has been reported to RBC Case No RBC87687421 who say this is WCC responsibility so WHEN IS THIS GOING TO GET CUT BACK???????

When is this council either WCC or RBC going to cut this vegetation back as this has been reported many times but no authority seems interested in doing anything about this problem which is now getting worse.It appears that until there is an accident or a pedestrian is injured then nothing will get done!!!!!

Called WCC on the phone on 11/10/2018 as still nothing has been done and this problem has not been sorted out by either Rugby Borough Council or Warwickshire County Council each say it's the others problem so WHEN IS THIS GOING TO GET SORTED before there is an accident due to having to use the roadway on my mobility scooter.
