Standing water on access road

Standing water collects on the access road to Heathcote Hill Farm, which creates a huge puddle for pedestrians/cyclists to cross. I know this area has recently been tarmaced in an effort to sort this problem, but it's not worked.

There was a puddle there again today that you either walk in the busy road to avoid or try and jump over.
