Sunken pavement causing trip hazard

The pavement has sunken in areas and raised in others along the edge of the public footpath, this is now beginning to directly affect the entrance to our privately owned pathway - a risen trip hazard of some 3.5 inches is present see images (bin left for proportion).

This has been present for sometime, but in recent months has become decidedly worse - particularly since the new LED lamp posts have been installed.
