Inspection cover proud causing trip hazard

In Castle Street in Rugby town centre an inspection cover is about 1 cm proud of the surrounding paving, causing a trip hazard. It is adjacent to the old Club building, now being converted to flats. The cover is of the deep type, incorporating the same block paving as the surrounding pedestrianised road. The base / frame is flush with the road: probably it just needs lifting and debris scraped out of the frame for it to fit properly.
