Parking on pavement and bad pathways

I would like to make a complaint and see what can be done about residents parking at the top end of station road in Studley by the junction for node hill and the slough. The houses to the left as you drive into Studley Park their cars half on the path half on the road. There are no parking restrictions but then parking on the path makes it impossible for me to push my pushchair past them. I have to cross over the road to get passed them. Which is dangerous in its self as I can't see properly around the park card to cross the road safely. What can be done?

Also I would like to point out how bad the paths are in Studley. It's so difficult with a pushchair when there are big potholes in the paths and they are all crumbling away.
