Melting Tarmac since resurfacing undertaken last year

I have lived at my current address on 17 Burnham Rise, St Nicolas Park Nuneaton CV116HA for 34 years and can only recall there being a problem with melting tarmac on one previous occasion [despite enjoying temperatures of 30+ degrees]]; that was until the last few months. Throughout the estate, where resurfacing has occurred, there is evidence on the pavement access to individual properties of tyre marks caused by melting tarmac. Whilst I appreciate that during periods of very high temperatures this may be an issue, I did first report this fault a couple of months ago [to which I have yet to receive a response] when temperatures had only reached 20 degrees. The cause of the issue is clearly poor 'tarmac' irrespective of the shoddy job that was undertaken, no doubt at considerable expense to the council. Further irony is the fact that in my opinion a number of areas of resurfacing were unnecessary as the pavements were in relatively good repair which can't be said now. Local residents spend considerable sums of money maintaining their own driveways and there is a serious risk of damage occurring due to wet tarmac being driven/walked onto private drives and indeed into homes.
Clearly, this issue needs addressing, as I would suggest that the contractors have not met the requirements as laid down by the council. Without some attention I can only assume that residents may be forced to park on the road and furthermore may well be presenting the Local Authority with the bill for cost of floor coverings and or driveways. I must stress that the tyre marks [clearly evident all over the estate] where resurfacing has been undertaken are not a feature of the recent and current hot spell; they have been in existence for about two months and are, in fact, getting worse.
