Brambles growing through fence over hanging path

For the past few weeks sharp brambles have grown through the fence obstructing the narrow path( left side as you leave town) on a very busy Cape road, near the railway bridge, further on over the bridge a buddleia bush is obstructing the path. Also for the past month some of the trees on Oken Rd have branches growing so low the leaves are eye level as you walk on the foot path, soon the new shoots at the base of the trees will reach the branches.

This is still an issue causing pedestrians to walk into the road. Do you think you can crack on and cut the bushes back before someone gets run over walking in the road. If you can’t at least be courteous and explain why not. Thanks in advance.
