Epicormic growth encroaching onto road

There is a problem with epicormic growth from the Highway trees encroaching onto the road in the whole area. The photo is just one example. It is a problem on Higham Lane, Hinckley Road, Old Hinckley Road, Leicester Road, Weddington Road. ( and probably others too). It is making cyclists have to cycle much further out in the road than usual and makes visibilty poor for pedestrians trying to cross too. I love the trees but they need to be maintained so as not to be a hazard.
